Business problem
All 99 counties in Iowa were using different versions of an Access database application (or paper based forms) for reporting community services usage within their country to the State of Iowa. Thus it was next to impossible to see aggregate data about a user who has requested services in two or more counties, let alone various counties used different naming conventions files standards and gathering techniques.
Goals
The overall scope of the development is to create and launch a standardized information system allowing the counties to share data between themselves and the State of Iowa for the management, tracking, and reporting of community services. The scope of this project also includes a public portal website for the general public to access and request services.
Approach
Spindustry facilitated numerous large and small group meetings to determine the audiences/roles, system requirements and reporting needs. The project methodology used combines the best of a traditional system development life cycle and the rapid prototyping model. This allows the project to move forward with adequate documentation while also being completed in the timeline required. We engaged in the Implementation Phase including plans for revisions, launches, training, and support all along the path of a traditional development life cycle.
Solution
- Improve management, tracking and reporting of all community services.
- Increase validity and consistency of data collected across the state.
- Connect counties and state allowing for rapid, real-time data sharing.
- Improve access to Community Services by citizens.
- Accurate and complete information for county and state-wide planning, funding, and performance measurement decisions.
